So I am wondering if the designer of this shirt wrote "To Stupid Too Quit" on purpose when in fact it should be "Too Stupid To Quit"

I have been questioned several times by people reading the back telling me the grammar was wrong.

Otherwise it is a great shirt fits as expected, but will I be revisiting 8th grade English every time I wear it.
